In painting and politics, perspective is everything. In other words, what you see depends upon where you sit, as demonstrated by reactions to Gov. Mark Dayton’s budget. The budget plan presented by Dayton on Tuesday addresses the state’s $6.2 billion deficit by raising $2.9 billion in new taxes directed at the top 5 percent of Minnesota taxpayers, with the balance in cuts in health and human services, higher education and a 6 percent reduction in the state work force.
